Validation of Integrated Multi-stakeholder Architecture for UAS Traffic Management
GOF 2.0 Integrated Urban Airspace

The number of air operations over cities is expected to increase over the next 5-10 years. Already now, manned and unmanned aircraft share the skies at low level with helicopters and drones operating in mixed airspace over cities and elsewhere below 500 feet. GOF2.0 demonstrated a unified air operation traffic management with high levels of automation serving both manned and unmanned aircraft in a safe, interconnected, distributed, interoperable, efficient, scalable and environmentally optimized manner. Highly automated separation assurance in dense airspace – specifically in areas where urban mobility and aerodrome traffic is expected – is becoming a critical capability to efficiently manage a unified airspace. Integrated trajectory management service based on flight plan information and real-time surveillance combined with a digitally connected environment provide the basic safety net for all aviators.


The main objective of GOF2.0 was to build on GOF USPACE project and other SESAR projects to validate the orchestration and operation of available state-of-the-art COTS components and services to create a dynamic operating environment for manned and unmanned aircraft to operate safely in a shared airspace along with the provision of enhanced safety net/deconfliction functionalities to maintain separation between aircraft and to lower air and ground risks.

GOF 2.0 is managed by the SESAR 3 Joint Undertaking in an effort to deliver solutions for U-space, the European Commission’s initiative on the safe and secure integration of drones in European airspace.

The SESAR 3 Joint Undertaking is an institutionalised European partnership between private and public sector partners set up to accelerate through research and innovation the delivery of the Digital European Sky. To do so, it is harnessing, developing and accelerating the take-up of the most cutting-edge technological solutions to manage conventional aircraft, drones, air taxis and vehicles flying at higher altitudes. Aviamaps Ltd is modernizing manned and unmanned aviation with a unique real-time aviation map platform and easy-to-use flight planning and airspace management tools. Aviamaps combines static airspace data with live supplements, NOTAMs and AUP/UUP data. Platform also visualizes drone geozones, weather, aircraft traffic and more. Flight announcements make it possible to communicate with other pilots and making aviation safer. Aviamaps is targeting to be the “google maps” of aviation.

CAFA Tech (Estonia) is providing:
1. Automated drone systems with cellular (4G/5G) communication
2. Autonomous and tele-operated mobile robots for ground maintenance, surveillance and logistics
3. Computer Vision Systems for analysing drones´ /robots´ sensors and cameras data feeds in near real time. CAFA Tech is participating in EU project 5!G Drones (2019-2022) where CAFA is leading the Trials task force. In 5G!Drones project CAFA Tech is developing automated UAV system with 5G communication module for delivering parcels, IoT sensors etc.
The CAFA 3D map supports BVLOS drone operations planning with the mobile network coverage data. From 2021 CAFA Tech is participating in the EVOLVED 5G project, to develop and test robots and 5G MEC based applications for Factory 4.0 solutions.

Dimetor is a software company bridging the data gap between communications service providers (CSPs) and the aviation eco-systems. Through its world-leading platform AirborneRF, they help provide supplementary data that is critical for safe BVLOS drone operations. AirborneRF focuses on (a) the 3D corridors in space that have sufficiently good connectivity for drone operations (e.g. for networked remote ID, command and control, payload communication), and (b) the population density for ground risk assessment, based on anonymized cellular mobility data. Developed by experts in mobile communication networks, aviation and drone technology, AirborneRF also provides live notifications from the CSP networks in case of any issue during flight operation may occur. Droneradar Sp. z o.o. is a technology provider for PansaUTM. Droneradar developed mobile application, supporting building full aeronautical awareness across Drone community, two-way non-verbal communication (CDDLC – Controller Drone Data Link Communication) and also unique algorithm for judging possibility of the flight. Poznan Supercomputing and Networking Center (PSNC) affiliated to the Institute of Bioorganic Chemistry of the Polish Academy of Sciences is an internationally known node of the European Research Area in the field of IT infrastructure of science and an important R&D center in the field of information and communication technologies (ICT). As a development centre of e-Infrastructure, PSNC designed and built the Metropolitan Network POZMAN, High Performance Computing Center and the national broadband network PIONIER, maintained and still developed by PSNC.

PSNC is an important element of global research and development base, implementing projects mainly under the European Union Framework Programmes, but also supporting R&D initiatives with more than a thousand partners from around the world. PSNC has participated and participates in 215 such projects, coordinating 20 of them. For over a quarter century of its activity 282 research and structural projects have already been implemented in the Centre (coordinating as many as 38 of them), which is one-seventh of all PSNC projects.

PSNC has been operating with a mission: “Integration and development of information infrastructure for science”. The potential of the infrastructure and the several dedicated laboratories, including a fleet of unmanned aerial vehicles, are the basis of innovative applications in agriculture, logistics or education. The possibilities are being expanded with the new experimental and laboratory space at the airport in Kąkolewo with dedicated data collection and processing services and a connection to the PIONIER network infrastructure.

Every day Polish Air Navigation Services Agency ensures safety of passengers in more than 3,000 flights over Poland. We have one of the biggest airspace in Europe: over 334,000 km2. Before coronavirus pandemic almost a million overflights, approaches, take-offs and landings in 2019 were supervised by almost 600 air traffic controllers employed in Polish Air Navigation Services Agency, as well as around 260,000 General Aviation flights under watch of the Flight Information Service (FIS). Polish Air Navigation Services Agency is also the only institution in Poland training and employing civil air traffic controllers (ATCOs). We also provide Flight Inspection Services for monitoring the proper operation of ground-based navigation aids from the air. Our air traffic controllers are supported by advanced technology. Over 200 devices located throughout Poland guaranteeing safety of air traffic within the Polish airspace: air-ground communication systems, RNAV systems, ILS – DME systems supporting smooth and precise landing in low visibility, radars. PANSA also builds and develops tools for efficient management and planning of airspace: CAT (Common Airspace Tool) – that ensures accurate and efficient management of the airspace, PANDORA – that supports controllers and other operations personnel with the wide spectrum of a real time aviation data, raising their situational awareness, PANSA UTM – system for UAV flight coordination, TRAFFIC – Track Advisor for Flight Information Concerns, which provides the ATM system information from flight plans, as amended and complementary messages.

Robots.Expert (REX) is a consultancy focused on unmanned aviation. REX help companies adopt new drone technology in their business, often through live demonstrations to jump-start understanding of the potential. Robots.expert main focus in the Nordic and Baltic countries is to advance a strong network with drone stakeholders in Europe. REX’ personnel have a strong background in UAS, technology and strategy, as well as in project management to support the tasks of facilitating demonstrations and to manage large projects or consortia. Robots.expert is the ambassador in Finland for EIP-SCC Urban Air Mobility.

 

Threod Systems (Estonia) specializes in developing, producing, and operating Unmanned Aircraft Systems (UAS) that are designed for information collection and exploitation in wide range of applications. More tests of drone integration into urban environment in Poland successfully conducted

In October this year, the airport in Kąkolewo near Grodzisk Wielkopolski hosted the final drone test flights implemented as part of the second edition of the GOF 2.0 project (under the auspices of the European research and development consortium SESAR JU), in which the Polish Air Navigation Services Agency participates. The goal of the initiative is the safe and sustainable integration of unmanned aircraft operations in urban airspace.

The tests in Poland successfully demonstrated, among other things, deconfliction in time and space, which allowed several drone operators, electrically powered vertical takeoff aircraft (eVTOLs) and manned aviation pilots to carry out their missions in parallel despite crossing flight trajectories.


The two-day event at the Airport in Wielkopolska voivodship was organized by the Poznań Supercomputing and Networking Center supported by the Polish Air Navigation Services Agency. It was attended by representatives of the consortium, of 15 entities that are part of the SESAR JU “GOF 2.0 Integrated Urban Airspace Validation” initiative. In addition to the ability to conduct deconfliction in time and space, the demonstrations allowed to identify the best methods of digital data exchange between different actors – air traffic services, UAV operators, UAV flight coordination service providers. As a result, holistic situational awareness of manned and unmanned flight operations was ensured.

– As early as in January 2023, new U-space regulations will come into force, which will set the framework for unmanned traffic in the European Common Space and its integration with manned traffic. The GOF 2.0 project provides many valuable insights into how the integration process should be implement, while maintaining the level of safety, security or ongoing operations in the airspace. For PANSA, the project has helped to gain knowledge on how to use the existing capabilities of the PansaUTM ecosystem in the design of U-space solutions – commented Tomasz Prarat, Deputy Operations Director – UAV, PANSA.

The results of the project were made available to a wider audience, including representatives of business, local governments and academia, during an open day “Integrated Urban Air Mobility Forum.” Participants could learn about the assumptions and results of the project, listen to an inspiring panel discussion with representatives of GZM, PSNC, Ehang, PANSA, Creotech, Polish Chamber of Unmanned Systems, CAFA Tech, DroneRadar and VTT Technical Research Centre of Finland, as well as to see the operational performance of the presented systems during organized test flights.

In 2022 the demonstrations were carried within the GOF 2.0 project in Austria, Estonia and Finland. The project has received funding from the SESAR 3 Joint Undertaking under the European Union’s Horizon 2020 research and innovation programme under grant agreement No 101017689.

On 28 September, under the initiative of the Estonian Air Navigation Services, trial flights once again took place in Viimsi as part of the GOF2.0 project with drones of different sizes and purposes in cooperation with drone developers and manufacturers CAFA Tech Estonia, Threod Systems Estonia. The flights were used to test systems and technical solutions developed for the management of unmanned air traffic in urban environments and for supporting drone flight in controlled and uncontrolled airspace.

Trials are carried out within the framework of the GOF 2.0 project of the SESAR 3 joint European undertaking, which aims to integrate unmanned air traffic systems. In addition to Estonia, test flights are also taking place in Austria, Finland and Poland.

The new U-space legal framework encompassing the European Union will enter into force as early as January 2023, regulating the management of unmanned air traffic and prescribing the implementation of systems for advanced unmanned aviation. In Estonia and most European countries, you currently need to apply for a permit at least three working days in advance to fly a drone in an urban environment. Unfortunately, weather conditions and business needs can change rapidly, making it inefficient to plan things several days in advance.

The new systems devised by developers as part of the GOF 2.0 project enable drone operators to use the airspace in a flexible manner, and already issued flight plans can be altered from the moment a request is made. This should significantly speed up the coordination and approval of drone flights with air traffic control units in areas where this may prove necessary.

According to Tanel Järvet, CEO of Estonian drone and robotics company CAFA Tech, almost all commercial flights performed by drones today are already automated. But we need common control systems to ensure the safety of everyone using the airspace.

“We have been testing different systems for unmanned aviation since 2019, and have now integrated the C2 control systems of CAFA Tech drones with the unmanned aviation system. As a result of our work, the positions of our drones can be monitored in real time by all aircrafts in a single air traffic control system,” said Tanel Järvet.

In addition to flexibility, the technical solutions developed allow unmanned aviation to be integrated with conventional aviation, and the positions of drones can also be shared in real time. This information can be used for air traffic management and coordination with manned flights. The submission, acceptance and alteration of drone flight plans and the display of airspace warnings is also automated, and information about changes in the airspace and in air traffic conditions reaches the drone pilot without any delay.

For example, this means that if a medical helicopter and a package delivery drone want to reach the same building at the same time, the new system makes it possible to automatically postpone the delivery drone’s flight by something like 20 minutes until the medical helicopter has left the area.

Considering the rapid advancements made in drone flight and its expansion into other areas, such flexible use of airspace is already necessary and it is high time to integrate drones with other air traffic. According to Maria Tamm, Project Manager at EANS, U-space is needed to speed up the pre-flight approvals of unmanned flights and, in particular, to support flights that operate outside of the direct line of sight and share airspace with several other users, including manned aircrafts. “With U-space, we can integrate drone flights into the single airspace in such a way that these flights will take place in a safe and secure manner while also supporting the real needs of companies and operators. To this end, manned and unmanned aviation systems need to communicate with each other and exchange information necessary for aviation activities with all parties, thus enabling flexible airspace use,” said Tamm.

Successful drone test flights in Austria for EU project GOF 2.0

The drone market is growing rapidly and unmanned aerial vehicles, including air taxis, are the next milestone for the development of airborne digital mobility technologies. The SESAR 3 JU project GOF 2.0 Integrated Urban Airspace VLD is developing solutions for the safe and sustainable integration of unmanned aerial vehicles and air taxi operations in urban airspace. In September, an important series of tests took place in Austria, the findings of which mark a milestone for further development.

Fifteen partners from both the scientific community and the drone and aviation industry are working together in the EU project GOF 2.0 to enable safe, orderly, and efficient control of unmanned aerial systems in a manned aviation environment. Interoperability is at the forefront, enabling secure (data) communication between airborne and ground-based systems. This creates a “system of systems” that combines classic air traffic management and new and improved drone-specific services. The international consortium consists of: Estonian Air Navigation Services (EANS), Dimetor, Airbus Urban Mobility GmbH, Aviamaps, CAFA Tech, DroneRadar, EHang, Fintraffic ANS, Frequentis, PCSS Poznańskie Centrum Superkomputerowo-Sieciowe, Polish Air Navigation Services Agency, Robots.Expert, Threod Systems, Unmanned Life, Vaisala.

The basis for an economical and scalable use of this new type of airborne mobility technology is the further integration of airport and port infrastructure, public transport, and logistics centers. In all use cases, the focus is on increasing efficiency compared to ground-based technologies and supporting a seamless transport chain between urban areas and the airports while taking into account the highest safety requirements.

The integrations between partner systems developed as part of the project will be validated in various European countries together with the air traffic control authorities since April 2022. St. Georgen am Ybbsfeld Airport – not far from Amstetten / Lower Austria – was chosen for the Austrian validation. In this trial, among other things, automated parcel delivery at low-altitude and its safe interaction with air taxi flights and conventional air traffic were extensively tested as an example of a realistic use case.

GOF 2.0 Integrated Urban Airspace VLD consortium would like to invite you to join us in Poland for the presentation of project outcomes. We will present the findings and results of the Urban Air Mobility use case demonstrations that were carried out during 2021 and 2022 in Austria, Denmark, Estonia, Finland, Latvia, Poland, and Sweden. After one year of intense preparation work and live trials in 2021, the next wave of live demonstrations of GOF 2.0 Integrated Urban Airspace VLD will start in Helsinki, Finland, on 14 of June, continue in Austria, Estonia and ending in October 2022 in Poland.

During the trials, GOF 2.0 Integrated Urban Airspace VLD will use the expertise of 15 scientific and commercial partners from the drone and aviation industry to demonstrate the operational validity of serving unmanned aerial systems and manned operations safely, securely, and sustainably in a unified, dense urban airspace using existing air traffic management and U-space services and systems.

“Unmanned operations and drones have already had a big impact in several fields and they will help us both to meet the future mobility needs and fight the climate change by substantially reducing carbon emissions from commercial, industrial, and urban transportation. Implementing U-space will support achieving this and GOF2.0 is showing the way,” said Maria Tamm.

For Urban Air Mobility to become a sustainable transportation system it must be integrated with other transportation infrastructure, such as airports, harbors, train/bus terminals, as well as logistics centers. The ability of logistics drones to form a seamless transportation chain in and out of airports is therefore of utmost importance.

The first trials of GOF 2.0 second wave will take place in Finland, Helsinki on 14th of June followed by cross-border operations in U-space with manned and un-manned aircraft on 15th June. The cross-border test flights will take off from Helsinki, Finland and end in Tallinn, Estonia.


“The first wave of GOF 2.0 trials validated the functionality of the interconnectivity of all linked systems as-is and enabled collection of initial performance and operational data for various scenarios. In the second wave, the full functionality of the GOF 2.0 solution, including dynamic tactical U-space services and elements of surprise to the aircraft operators will be tested,” explained Jonas Stjernberg, SVP and Partner at Robots.Expert. “As a result, we will stress-test the resilience and performance of the actors and systems to operate in an integrated, digital airspace. In addition, we will demonstrate how precision weather and ground-to-air connectivity can enable more complex operations in U-space.”

According to Maria Tamm, GOF2.0 project coordinator from Estonian Air Navigation Services, the cross-border trial (Helsinki-Tallinn) will investigate how operation plans for transnational flights, that are submitted by both manned and unmanned aircraft operators, are approved or rejected separately for the segments in each country. “Next to that we need to get the know-how and information on how surveillance information is shared to ensure situation awareness for the systems and safety coordinators throughout all flights and how aircraft operators are served pre-, in- and post-flight by the demonstrated U-space services,” explained Maria Tamm.

The key lessons of GOF 2.0 project will be an important enabler for the further development of the drone market and will deliver the technical components (services, software, competencies, practices) required to cost-efficiently operate autonomous and semi-autonomous drones beyond visual line of sight in integrated, airspace.

Every day Polish Air Navigation Services Agency ensures safety of passengers in more than 3,000 flights over Poland. We have one of the biggest airspace in Europe: over 334,000 km2. After one year of intense preparation work and live trials in 2021, the first virtual roadshows with external partners from Sweden, Denmark took place on April 8 and Latvia took place in April 26. The roadshow trials focusedon demonstrating the scalability of the GOF2.0 architecture, by operating a subset of the planned scenarios in three countries of selected advisory board members. 

During the virtual trials team of experts tested how unmanned and manned aircraft can operate in unified airspace with the support of unmanned traffic management solutions and how cellular networks can support the safe inclusion of unmanned aerial vehicles (UAV) into common air traffic by enabling UAV-to-UAV and UAV-to-ground communication.
“The goal was to demonstrate and understand how easily Communications Navigation and Surveillance (CNS) and Aeronautical Information Manual (AIM) data and systems, as well as local unmanned and manned aircraft operators can be integrated into the GOF2.0 solution. This was to showcase the international scalability of the U-space architecture,” explained Maria Tamm, GOF2.0 project coordinator at EANS.

According to Gints Jakovels, LMT innovation Lead from the Latvian trial mobile networks and 5G will play a critical role in the successful incorporation of UAVs in common airspace. “At the GOF2.0 Roadshow in Riga, LMT main goal was to demonstrate how mobile networks can support the safe inclusion of UAVs into the common air traffic by enabling UAV-to-UAV and UAV-to-ground communication. This is crucial for flight risk assessment and hence successful deployment of drone technologies,” said Jakovels. “Demonstration showed that we can achieve it using existing aviation systems in combination and with integration of new technological solutions as UTM, cellular network and network remote ID.”
The key lessons from both virtual trials, conducted in Latvia and Sweden-Denmark proved that in order enable safe UAV flights, especially in controlled airspace requires both user awareness in airspace and will for change, acceptance, and involvement from crewed aviation. From the outcome of trials, it is inevitable that there must be common information flow, including cellular network prediction and availability to ensure safe communication channel between all stakeholders.

According to Steen Myhre Taschner Erichsen, Naviair Head of UTM Development & Strategy the need is to bring all involved parties together to test and validate until there is common understanding how to enable safe integration of drones into airspace.
“We already know that drones and U-space introduces new technologies that require higher level automatization. From these trials we got the real-life experience – how the systems work today, what kind of improvement they need to handle future drone traffic in controlled and uncontrolled airspace. Next to that there is a need for procedures, harmonization and responsibility agreements regarding border crossing, handover of control, needed information in the Drone flight plan, and potentially CTOT/ACDM like procedures,” explained Taschner Erichsen.

The CAFA 3D map supports BVLOS drone operations planning with the mobile network coverage data. From 2021 CAFA Tech is participating in the EVOLVED 5G project, to develop and test robots and 5G MEC based applications for Factory 4.0 solutions.

Poznan Supercomputing and Networking Center (PSNC) affiliated to the Institute of Bioorganic Chemistry of the Polish Academy of Sciences is an internationally known node of the European Research Area in the field of IT infrastructure of science and an important R&D center in the field of information and communication technologies (ICT). Every day Polish Air Navigation Services Agency ensures safety of passengers in more than 3,000 flights over Poland. We have one of the biggest airspace in Europe: over 334,000 km2. What is an Airboss?

What is an Airboss?

Have you ever wondered what the role of an airboss is and what responsibilities he or she has during (drone) test flights? We summarised the answers in this blog entry for you.

During trials, the Airboss coordinates the safe planning and execution of all flights in a complex environment, including possible coordination with Air Traffic Control (ATC). Scenarios are meant to be challenging enough that unprecedented learnings can be taken away from each trial. Execution is making sure that each event happens smoothly, without putting anyone or anything at an unforeseen risk.

“What makes our role so interesting is that we are working with all the project partners to make sure that risks are anticipated and mitigated to the most possible extent and that the systems support the decision making and anticipation of risks to avoid catastrophes”, says Jonas Stjernberg, Senior Vice President at Robots Expert (REX), acting as Chief Airboss in the GOF 2.0 trials.

Once on site, the Airboss has a transverse systemic view on everything that happens. The experience often allows them to spot deviations before they occur. Asking the right questions sometimes brings lights to a situation. Very large demonstrations of the scale of SESAR JU GOF 2.0 sometimes require several Airbosses to have eyes on site in different places, sometimes concurrently in different countries and with separate communication channels to maintain safety and drive performance.

Prior to the trials, objectives and success criteria are defined and complex scenarios are drawn involving all partners. For each trial, safety is at the top of the agenda. The briefing conducted by REX in partnership with the trial leaders systematically include the latest weather information, flight conditions, limitations and, of course, rehearsal of the emergency response plan.

“The GOF 2.0 trials have been designed with what we referred to internally as an “onion” concept. In practice, this means that each partner knows what needs to be demonstrated, what situations they may encounter, but does not know what the other partners know or plan to do. In essence, it is less impressing than the drone swarm light shows with hundreds of drones, that we have coordinated in the past, but a lot more complex because it is closer to reality and in a mixed environment with manned aircraft and sometimes at active aerodromes. A real emergency authority or Helicopter Emergency Medical Services (HEMS) flight or a flock of bird can also happen at anytime and disrupt the trial”, says Stjernberg.
